I just gave a look to some of the most popular polanoiders' personal pages and it seems that there are a couple of 12-awarded-people but just one 13-awarded (btw, I've always known you're the best around here...). You should ask to wb to put "Number of awards" in the "Order results by..." option in the polanoid-people page.

When it comes to sad songs I gotta say that Tom Waits pulls my heart strings more effectively than Johnny Cash singing Trent Reznor or any Elton John I've come across. Which is not to say that Tom works for everybody in that regard.
