That IS a crazy creepy yet cute scarecrow. Is it effective?

^ I don't know it's on an allotment in a small village (A piece of land where people in the UK grow vegetables as a hobby) I've been cycling past it for years and taken a number of pictures this and some Holga shots are the best.....The sad thing someone allowed some small girls to dress him? up and colour his face in using felt tipped pens...he looks awful now :(
