Spain makes Them Wear this
This is a statue of the Agua Caliente tribe in Palm Springs. This tribe used to live in the desert unmolested, barely wearing anything in the 100 + F heat. Then the Spaniards came and told them it was savage and sinful to be that way, so they made them wear this garb.
